Rates for personnel, equipment and consumable items are set according to the pricing structure outlined on Table I and Table II.

• Trainers can be provided for clients wishing to receive response training. The personnel rate is $1,200 per 8-hour day for the trainer, plus 115% of expenses.
• ECRC personnel are available for consulting at a rate of $150 per hour plus 115% of supporting personal costs and office expenses.

The rates for equipment used for training or exercises will be charged at the published rates, plus expenses for consumables.
In order to determine the Daily Operational Rate the equipment is divided into the following categories:
For each category, except large steel barges and vehicles, there is a factor established that is contained in table II. This factor is multiplied by the estimated replacement cost to establish the Daily Operational Rate.
CAP ON DAILY RATES. There is a cap on rates charged for ECRC’s owned equipment at 115% x estimated replacement cost plus repairs, decontamination and other reasonable incurred expenses when used during a marine spill response provided by ECRC. Once the Cap is reached, the Daily Operational Rate no longer applies; however, the costs of repairs, decontamination, and other reasonable expenses continue to be charged. At no time is the ownership of the equipment altered. The Cap on daily rates for ECRC owned equipment does not apply for equipment rentals or when equipment is retained on site at the request of the Responsible Party, after demobilization. Standard rates will apply for the entire period for ECRC owned equipment in these circumstances.
EQUIPMENT DAMAGED BEYOND REPAIR – the charges for equipment that is damaged beyond repair as a result of the response is charged at 115% of its actual replacement cost. This limit is inclusive Daily Operational or Stand-by Rates already posted for time used before the damage, but does not include applicable disposal costs, which are additional where required. The actual replacement cost may vary from the estimated replacement cost as the actual replacement costs reflects current market conditions at the time while the estimated replacement cost reflects our best estimate for purposes of calculating the Daily Operational Rate only.
